No, it isn't. As far as I'm aware there are no sleeping bags that actively claim to be waterproof. There are a few options that may use waterproof fabric or a water-resistant finish, but both of these are not the same as being actually waterproof. Your best bet will be to use this in conjunction with something like a bivvy bag if you're not using a shelter and need to stay dry.

No, The Black Wolf Campsite Kids sleeping bag does not zip fully open. There is a single7/8ths zip that runs down the left hand side of the bag.
