Is the ultra SIL the same as cordura fabric?

Theres no such thing as Cordura fabric per say - Cordura is brand of the thread that is used to make the physical material, but it can be used is a vast range of material types and thicknesses. Sort of like Vibram or Gortex, they;re not a specific thing, but its a brand name used for credibility across a range of applications.
Sea to Summit do use Cordura thread in their Ultra Sil fabric. We do have this info in the specs, but its easily missed. "Lightweight and strong Ultra−Sil 30D Cordura® Nylon"

The Ultra Sil Daypack is water resistant, however we wouldn't classify it as waterproof, or able to carry water in it, unless the water is in a container!
